Windows XP Dialup Internet reports 'no connection available'?

" I have just bought a new Dell computer that has Windows XP and I use dial-up Internet. Every time I disconnect from the Internet, my computer defaults back to 'Never Dial a Connection'. I've reset it to 'always dial my default connection', hit 'Apply', and 'OK' -- but, when I try to connect again, I get an error message which reads 'No Connection Available.'

Subsequently, when I go into Tools -> Internet Options -> Connections, the option 'Never Dial a Connection' has been re-enabled (again!). What do I have to do to keep this from happening?"

My response:

It's been a while since I had dial-up Internet and have never had the opportunity to test it on my computer which runs Windows XP. I tried searching Google and Microsoft's Knowledge Database for "no connection available windows xp dialup" (and variations of phrases), but was not able to come up with anything concrete.

I have two theories:

1. The problem may be a System Registry error and resetting all networking connections may fix this. The only way to reset the connection would be to delete it, and then add it again. Should you decide to do this, please pay attention to your network settings as they will be lost and will need to be reconfigured individually.
    
2. This is a "bug" in Windows XP and there is not / is a fix (for which I am unaware of). Infopackets Readers can email me if they have a suggestion or work-around.

Do you know of a fix or work-around that can solve Temple D.'s delimma?
